This bill H.R. 490 amends the federal criminal code to make it a crime for a physician to knowingly perform an abortion under certain circumstances. Is this correct? Is this an all-inclusive bill to prohibit abortion or does it allow for an abortion to be performed in the case of the physical health of the mother being endangered? According to the bill a physician who performs a prohibited abortion is subject to criminal penalties. Correct?
